Matagal nang matunog yung new Secretary of Foreign Affairs and Housing Chiefs. But the rumors come and go, depending on the season. Admittedly, a new Envi Sec was not in imaginations of most people we spoke to ahead of today's announcement. But we're expecting more accepted resignations to be announced by next week, most likely after Marcos returns from the ASEAN Summit in Malaysia.

So siguro the questions is — eh what if travelling is part of the JD?

Maybe the most diplomatic way to put it is this: familiarity and comfortability with the First Lady would certainly be a plus point for any would-be official, esp if Cabinet-level na.

There are at least 3 posts that sources seem to be in agreement will be shuffled. But it seems they're decided shaking this up.

By that, I mean — there was an inkling that Manalo would not be among the first to be announced bec he is about to join the President at the ASEAN Summit and other related meetings in Malaysia next week. But lo and behold, his move to New York was among the first announced.

Bea, baka others are confused: why did the President ask for the courtesy resignations of all of his Cabinet members when he can just simply remove the ones he wanted gone? Kahapon, I had friends asking me if totoo bang tanggal na ang lahat ng nasa Cabinet, when we know that's not really the case.

Do you think how he handled the initial Cabinet revamp reflects his leadership style? He is putting new people in the Cabinet but the ones who lost their spots are getting new jobs in his admin. Toni Loyzaga and Jerry Acuzar were announced as returning as Cabinet-rank members in the future.

Historian (and former Palace comms Usec) Manolo Quezon mentioned this on social media: courtesy resignations and shakeups are a "midterm tradition as old as the Philippine presidency." Of course, you have to consider the May 12 elections results and Marcos' low trust and approval numbers. You shake things up because the status quo isn't working (whether that's real or perceived is another case).

Bersamin also said something interesting kanina — "It's best that we did it this way. So that it would be more honorable for them. Hindi kami diktador na wala na, sisipain mo na."

I suppose it also acts as a loyalty and sincerity "check"? There's value in the optics of the President not just choosing who to kick out but also in explicitly choosing who to retain.

And so answer part of @Mia Gonzalez - Rappler's question — this is very much Marcos' leadership style too. He doesn't like confrontation, or conflict. He tends to kick people up or to the side — rarely is someone kicked out with nary a graceful exit. Siguro exemptions lang dito would be the first ES, Vic Rodriguez, the first (and only) press secretary Trixie Angeles, and maybe a bit of Sec Loyzaga (esp with the quip about the travelling ~ whether real or imagined raw).

I doubt. Identity nga nung "screening" panel, Bersamin did not divulge (thought we know it's OES people). Reasons for Manalo's firing as SFA and appointment to a post that he's held before (UN PR) was also vague — Bersamin only emphasized that the UN PR post is very important given the Security Council bid.

Some users on our Facebook post concerning this announcement by Risa are commenting that it is too early to put your name out there.

IMHO, 6 years or pre-midterms maybe too early. Then VP Binay was the frontrunner for the 2016 elections too early and later lost because it made him the target of all camps.

But post-midterm elections is something else. Alliances need to be formed. Groundwork needs to be done. A machinery needs to be organized, funded, oiled, activated. The brand and the message needs to be polished.

Correct me if I missed anybody: there is only 1 person in my recollection who did not actually plan that early but won: Noynoy Aquino, who won in 2010. But that was because his mother, democracy icon Corazon Aquino, died before the elections. And even then there was already a ready LP machinery - except that it was supposedly poised to campaign for Mar Roxas. Nag-iba lang yung manok.

I know she's been through a lot as VP but Leni, in 2022, announced too late.

ZERO COST POST ELECTION MANUAL RECOUNT

Requirements: Two Volunteers with Facebook Account

Any Filipino can volunteer under Volunteer Act of 2007

Rules and Process for Manual Counting:
1. Only 10% Barangays of a City can be manually counted for simplicity. Like sampling in statistics.

2. The name of Barangays in a City shall be put in a transparent box. Randomly pick 10% of Barangays or two Barangays whichever is higher. Example in a City with 20 Barangays, 10% of 20 is 2 Barangays.

All machines with voters receipts in the 2 Barangays shall undergo manual counting.

3. Two volunteers with a Facebook Account.

The first volunteer using his Facebook Account shall take a recorded Facebook Live video of the second volunteer while doing the scanning of all voters receipts. For transparency purposes.

The second volunteer using his Facebook Account shall manually scan continuously all voters receipt using Facebook Live.

If there are 2000 voters in one Barangay, and it might take 5 seconds to scan each voter receipts.

2000 voters receipt x 5 seconds = 10,000 seconds

10,000 seconds = 2 hours, 46 minutes and 40 seconds.

If there are two Barangays, the whole scanning can only be done in less than approx 5 hours.

4. The name of two volunteers shall be registered with COMELEC.

Ideally, the random selection and scanning of the Barangays shall be done in the same day.

All ballot boxes in a city shall be in one storage building only. So the volunteers can easily get them for scanning at the start of the manual scanning.

5. The public or netizens can count the result of 10% or two Barangays in their free time. Just watch the Facebook Live of the scanned individual votes. Anyone can also audit the counting since it's Facebook Live.

6. Compare the results to the election outcome in the COMELEC website. As COMELEC posted the result per Barangay level.

7. If there is at least 10% discrepancy, or any percentage discrepancy that can change the outcome of the local election. Proceed with manual scanning of all voters receipt of all Barangays in that City.


8. There shall be failure of the election if the result of manual counting is different to the COMELEC result posted online.


9. The above process can be done in all cities of the Philippines at zero cost with just two volunteers using their Facebook Live Account.


Note: Because of Privacy Law, the volunteer must fold the upper part of the voter receipt to scan only the candidates part.


To determine whether the voter receipt is the same as the ballot paper (or paper shaded by voters), scan all ballot papers right after scanning the voter receipt.


Possible issue: "Your vote is sacred, no one must know it."


Solution: Just fold the upper part of the voter receipt or ballot paper before scanning. So the volunteer will only scan the name of the candidates.


The goal is to ensure the integrity of the election - at zero cost, compared to the lengthy process and ridiculous fees if a local candidate files a petition for manual counting.


Domino Effect: If there is at least one city with a huge discrepancy from manual recount and automated results, the candidates of other cities might follow. The public will eventually figure out the problem behind 17 Million overvoting.

Every election, there are people who want to do a manual recount. Even in 2019, Ferdinand 'Bongbong' Marcos Jr. requested a manual recount against Leni Robredo for certain provinces and cities. He could afford it, so a manual recount was conducted.

I understand that NAMFREL and PPCRV are already part of the random manual counting. However, it’s not clear how the precincts were randomly chosen. I read news reports that the process was conducted behind closed doors, with limited media access, and involved the use of a website. The selection of precincts for random manual counting should be open, public, and transparent.
